Commercial Appraisal Fees Explained

Many are dumbfounded by the process commercial appraisers go through to complete an appraisal of their property. They often don't understand why the appraisal fee is "so high" and why we are quoting anywhere from three to six weeks to complete their appraisal. It is my sincere hope that this article will shed some light on the appraisal process.

To begin with, it is important to understand the laws governing the appraiser and the appraisal process. Many will remember the real estate bust of the early 1990s which was in large part precipitated by the mass takeover by the Resolution Trust Corporation of Savings and Loans. The governmental imposed reforms that followed included the passage of the Financial Institutions Reform Recovery and Enforcement Act (FIRREA) which called for state licensing all appraisers for assignments which include FDIC Insurance.

Data Recovery

The passage of FIRREA brought in a much needed rigorous set of appraisal standards, called the Uniform Standards of Professional Appraisal Practice (USPAP), to which state appraiser licensing bodies bind licensed appraisers. These standards to a large degree drive the appraisal process, and while dry, an understanding of those requirements would be enlightening to those who order commercial and residential appraisals on a regular basis.

Commercial Appraisal Fees Explained

When you order a commercial appraisal, you are essentially paying for the appraiser's time and expertise. A typical commercial appraisal will take me anywhere from 30 to 60 hours. Moreover, a seven unit apartment building, reported in a summary narrative format, will likely take only a little less time as than a 14-unit building. Likewise, a 12,000 square foot industrial building will likely take about the same amount of time to complete as a 24,000 square foot industrial building. So it becomes readily apparent that sale price and property value have little to do with the commercial appraisal fee.

So what does affect commercial appraisal fees? There are essentially four factors affecting the fee of the commercial appraisal: 1) complexity of the assignment, 2) availability of data, 3) report format and 4) required turn-around time.

1) Complexity of the assignment - I could write for hours about this, but suffice it to say that the more complex the assignment, the larger the scope of the investigation, the longer it will take and the higher the fee will be.

We recently completed the appraisal of a 23,000 square foot industrial building in Los Angeles. It was an owner-occupied building located in an area of similar properties. The highest and best use was simple, in that it's continued use as-improved was not in doubt and there were sufficient recent transactions, both sale and rental, so as to make the data gathering process a breeze. All of these points were factored into the fee when we issued the appraisal fee quote. The project took about 35 man hours and the appraisal fee reflected this.

Conversely, last year we appraised a ski resort. The income approach drove the appraisal process, and suffice it to say that it took many more man-hours than the industrial building described above. Simply put, the scope of the assignment was far greater, hence the time into the assignment and the resulting appraisal fee were higher accordingly.

Further, the size of the property has little to do with how complex the appraisal process will be, or become. Some of the most difficult commercial properties to appraise can be small mixed-use properties, such as a retail building with a house behind it, or office over retail. This is because there few similar property transactions, thus cash-flows and sales data sets need to be blended.

Take as another example the one acre redevelopment site that we recently appraised in Highland Park, California. The property was improved with a mix of five commercial buildings and a fourplex apartment building. In the highest and Best Use Analysis, it was determined that the value as-improved was outweighed by the value of the underlying site. Simply put, similarly located and zoned parcels of that size were selling for more than the overall value of the properties as-improved. To come to that conclusion, however, required the appraisal of each of the properties individually, followed by the appraisal of the land underlying the properties. To make things more difficult, land sales of that size in that market were very hard to come by and required significant analysis.

2) Availability of data - As the reader can see from the above examples, the scope of the assignment and data availability are intertwined. Another recent assignment was the appraisal of a portfolio of retail hardware stores with attached lumber yards. All had low-cost steel buildings on large sites located in very small market areas. Moreover, each was located many miles apart, thus there was no data crossover between the assignments. For each of these appraisals, we scoured the markets for transactions of similar buildings on similarly sized parcels. We visited and revisited the markets to inspect comparables, but found no sales that were relevant to the analyses at hand. It was clearly apparent that the value of the properties was primarily in the land, but what contributory value did the improvements have? In the end, the primary approach to value was the cost approach, whereby we appraised the land and added to that the depreciated value of the improvements based on cost, but taking into account external forces affecting demand for such improvements. This assignment turned out to be complex due to the lack of availability of similar comparable data.

3) Report Format is Purpose Driven - There are essentially three formats available to the appraiser, the full-narrative, the summary narrative and the restricted report (in order of cost - highest to lowest). Samples of each can be reviewed on our Sample Appraisals page of this site. More often than not the user of appraisal services has little control over the required report format.

The typical lender must require a summary format, or higher due to FDIC insurance, but will usually order a summary format. If the appraisal assignment is complex, however, it becomes more likely that a lender will require a full narrative analysis, which can cost thousands of dollars more than the same commercial appraisal reported in a summary format. It is important to note that USPAP defines the level of detail that is contained in each of these formats, but that no matter the reporting format, the scope of the appraisal is to be the same.

The most economical of formats, the restricted report, is what some refer to as a letter appraisal. However, these reports can be relied upon only by the client (again, USPAP), thus, if there is potential that a third party will need to rely on the value conclusions, this format is not allowable. A great example would be the appraisal of a property for estate taxes. Because the client needs the value to determine tax owed, the IRS is passively relying on the analysis, thus the restricted format is not allowable for that purpose.

However, we are often called upon to complete a commercial appraisal for purposes where the restricted format is allowable. Such a purpose would be to determine the listing price or acquisition price of a property, to make a sell/hold decision, or simply to determine one's net worth.

4) Required Turn-Around - This is where the user of appraisals has the most influence on fee. We often receive calls asking for a summary appraisal of a property that is escrow with a closing date of say two weeks away. As stated earlier, the typical appraisal will take anywhere from 30 to 60 man hours, and in most cases the appraiser does not know the full scope of analysis required in the commercial appraisal until he actually sees the property. On short-order appraisals this presents a huge risk factor for the appraiser in that the fee quote is typically issued prior to seeing the subject and what data is available. As a result, the appraiser will usually factor such risk into the fee quote with considerations such as potentially having to work weekends to complete the assignment on-time. Again, per USPAP, there are no shortcuts - the analysis has to be completed to USPAP standards regardless of fee and turnaround time.

To sum it all up, the best advice I can give anybody in need of a commercial appraisal, is to give the appraiser as much latitude as possible. If you have it in your power to utilize a restricted report, your fee will be lower than if you require a summary or a full narrative appraisal. If you have a recent appraisal of the subject, or confirmable comparable data that is useful, let the appraiser know. Most importantly, if you can order your appraisal with a due date of four to eight weeks out, you will no doubt get a better fee quote than if you wait until two weeks before you need it.

How Data Is Stored On A Hard Drive

When a file is saved on a computer, the data is stored on the hard disk platter's magnetic coating. This magnetic coating on the platters is the 'glue' that keeps your data. Any damage to that magnetic coating means that there is data loss as each piece of missing coating contains data. So a platter missing a little bit of that coating has a better chance of a successful data recovery as opposed to a platter that has had massive amounts of that magnetic coating removed or destroyed.

How Data Is Stored On A Hard Drive

Platters Hard disk platters, or spindle, is rotated by an electric motor. The speed of this rotation is measured in rotations per minute (RPM) and the higher the performance of the hard drive...the higher the RPM is which increases the reading and writing of data to the platters. Any surface contact to the platters can cause serious damage to the magnetic strip the contains the data. This includes dust, finger prints, water, and most important of all, the heads of the hard drive. Platter damage is the most serious type of damage to cause hard drive failure.

Heads (Head Crash) When the hard disk is not actively in use, the heads are parked until the hard drive needs to read or write data again. It is when this head moves outside the super thin cushion of air between platters that causes the head to crash and touches the hard disk platter.

Firmware Firmware is the program instructions located on the chips on the Printed Circuit Board (PCB). Each firmware revision is specific to its hard drive type and each hard drive can go through dozens of firmware revisions to increase that particular manufacturer's disk drive's performance. The older the hard drive, the more difficult it could be to find a working firmware for that specific hard disk model.

Printed Circuit Board (PCB) The PCB of the hard drive is the electronics of the hard disk that manages and operates the hard drive. If a PCB becomes damaged it is often replaced with an identical PCB with the same firmware on the original hard drive. Typically PCB damage is from water or fire, but there are other reasons why a PCB would fail. And many times a failed PCB affect other aspects like firmware or heads.

Types of Hard Drive Failure

Generally speaking, when a disk drive fails it is due to one of the following causes:

Media Failure Otherwise known as a head crash (as described above), the heads of the hard drive have physically touched and damaged the magnetic coating on the platters.

Mechanical Failure Generally speaking, any electronic failure to the hard drive falls in this category. Fire, water, electrical damage to the hard disk would require 'parts' replacement.

PCB Failure As described above, PCB failure falls in the mechanical failure type and typically can be 'swapped out' for an identical PCB for that specific hard drive type. Along with the correct firmware for that disk drive, a PCB replacement can be a difficult type of hard drive repair if the hard drive is an older model.

Logical Drive Failure This type of hard drive failure is usually the least damaging to the data. This type of error usually means that the operating system of the computer (or utilities) can see the drive, has marked it as unallocated space, but because the computer's MFT is corrupted or damaged, can't read the data. Hard drive failure of this type is not that destructive and the chances of a complete successful data recovery are high.

Types of Non-Mechanical Hard Drive Failure

Other causes for data loss and why data recovery would be required could include the following:

Natural Disasters Extreme weather conditions that are out of our control can make a bad day even worse. Whether the computer was submerged in water due to a flood, scorched by fire or in the proximity of a lightning strike, there is still a chance to recover data from the hard drive.

The Human Factor Accidentally deleting files, formatting the wrong hard drive, and attempting to upgrade you operating system only to have it fail are common issues that come up. Also, as careful as most people are with their laptops, a small drop from the couch to the floor or down a flight of stairs, is the type of forceful jarring to the disk drive that could cause serious damage to the hard drive platters.

Viruses E-mail typically are the way most viruses are spread from computer to computer. Also, visiting questionable websites that have scripts, malware or spyware waiting to comprise your system and put your data at risk. It is recommended to run the most recent anti-virus software to protect your data from this sort of data loss and to reduce the need to require data recovery service.

These types of software can also be used to "unformat" disk drives back to their original state.

One thing to consider when looking into data recovery software is which file system your PC is running? There are two common types of file system, they are FAT 32 and NTFS. You need to make sure that the data recovery software you choose supports the file structure on your data storage media. There are also some other less common file structures such as FAT 12, FAT 16 and NTFS5.

One of the good things about these kinds of software is that they are non-intrusive. By that I mean that they do not physically intervene with your device. The software will interrogate your device and all of its analysis will be completed with your device in tact. This is important because as with any electrical item, you will have a warranty. If the device is ever opened up, you usually would have to tear a "proof" sticker which shows the manufacturer or shop that the device has been tampered with and therefore would void the warranty making it impossible for you to get a refund if it is ever proven that the device was at fault for the loss of data.

Data recovery software, as with most software nowadays, would normally be provided in a downloadable format with some sort of access key - the bit you pay for. I believe that although you can get this type of software for free, paying a premium for a much more complete package is the way to go in this case.

Levels of preventions are subdivided into three categories: primary, secondary and tertiary level. First is the Primary level of prevention. It is the most basic and the most desirable form of prevention since it primarily focuses on the avoidance of the occurrence of a problem. It provides specific protection against diseases.

Primary preventive actions spare the client from the costs, discomforts and threats to the quality of life that an illness may cause.

The Secondary level of prevention is where the actual problem has already occurred. Its focus is on the early diagnosis and treatment of the disease to at least prevent, delay, or stop further complications, thus limiting disability.

The Tertiary level of prevention begins early in the period of the client's recovery from illness. It occurs when a disease or disability is present or is permanent and irreversible. It focuses more on the rehabilitation to either restore or maximize an individual to an optimal level of functioning as well helping the individual learn to cope and live productively even with the presence of certain limitations.

The three levels of prevention each have corresponding health programs: As for the primary level of intervention, Primary preventive measures would include educating, counselling, lifestyle modifications, health education programs for communities, wellness and fitness programs, mandatory immunization for children, environmental sanitation activities, the adoption other specific health practices and other programs geared towards the safety and wellness of the community.

Secondary preventive measures can be delivered in hospitals, homes and other secondary facilities. It comprises diagnostic screening programs, public education to promote self examinations to be able to recognize early signs and symptoms of certain diseases.

The tertiary level which focuses more on the rehabilitation includes strict compliance of giving medications, moving and positioning to prevent complications, passive/active exercises, and continuing health supervision during rehabilitation.

Biological Factors That Contribute to Depression

Many people are pre-disposed to depression because of their own biological makeup making their risk of suffering from this condition much greater then those who do not share these risk factors. There are four main biological factors that can increase a persons risk for depression and these include (1) genetic factors, (2) biochemical factors, (3) alterations in hormonal regulation and, (4) sleep abnormalities.

Studies done with twins have shown that genetic factors play a role in the development of depressive disorders. There have been a number of studies done that show that the average rate of shared mood disorders among identical twins is 45% to 60%. Evidence of increased cortisol secretion is apparent in 20% to 40% of depressed outpatients and 40% to 60% of depressed inpatients. Results of a dexamethasone suppression test are abnormal in about 50% of patients with depression, which indicates hyperactivity of the hypothalamic-pituitary-adrenal cortical axis. However, the findings of this test may also be abnormal in people with obsessive-compulsive disorders and other medical conditions. Significantly, patients with psychotic major depression are among those with the highest rates of nonsuppression of cortisol on the dexamethasone suppression test.

Sleep Abnormalities

Sleep electroencephalogram abnormalities may be evident in 40% to 60% of outpatients and up to 90% of inpatients during a major depressive episode. People prone to depression tend to have a pre-mature loss of sleep, slow delta wave sleep and altered rapid eye movement (REM) latency. The phase of REM sleep associated with dreaming occurs earlier in two thirds of people with bipolar and major depressive illnesses. This sign is referred to as reduced REM latency and is consistent with the expected manifestation of an inherited trait. Reduced REM latency and deficits in slow-wave sleep typical persist following recovery from a depressed episode. Data also suggests that depressed patients without this sign are not likely to respond to treatment with tricyclic antidepressants, which suppress early REM sleep.

There are many factors that contribute to depression, many of which are biochemical in nature. Those that are biologically induced can be treated with different prescription drugs but as with anything relating to human emotion and chemical makeup answering one question as to why brings up more questions that remain unanswered.
